David Rice serves as the Director of Defense and Aerospace Policy.
David brings nearly 30 years of experience working with the Department of Defense and partners across the Indo-Pacific. As a retired U.S. Army Foreign Area Officer, David specialized in building relationships with regional militaries. He is an expert in U.S. Security Cooperation programs and is highly skilled in navigating the complexities associated with providing U. S. equipment and training to foreign partners.
David earned a Bachelor of Business Administration degree from Abilene Christian University and a Master of Arts degree in International Security Studies from the Naval Postgraduate School.
